I informed Lord Lytton that a Loan of Dollars 176,000 had been concluded by his Bank with the Government of Macao under the promised guarantee of the Government of Portugal, and requested his Lordship to be good enough to ascertain if the Deed of Agreement (a copy of which was enclosed) was in order and had been approved by the Government of Portugal.
No reply having been received the Manager of the Bank is under the impression that he has erred by transmission of the papers direct instead of through this Government, and with a view to a rectification of the error, if such has been committed, he has now requested me to enclose a copy of his letter to Your Lordships and to note that it may be transmitted to Lord Lytton through the proper official channel.
