In an exclusive interview here to-day Sir Alexander Cadogan, K.C.M.G., C.B., the British Minister to China, told the United Press: "We are discussing with China the possible financial aid by various Powers, in response to China's repeated re- quests for £20,000,000 credit, but whether it materialises or not, it should not be interpreted as an effort to balk a Sino-Japanese rapprochement, which is actually most essential to the granting of a loan and also to Far Eastern peace and progress.

"It is unnecessary, as well as improper, to include stipulations which would insure that British or other interests were protected for the future, as the respec- tive Governments would doubtless bring in appropriate measures to protect their interests when and if it was necessary, regardless of the loan.

"Although the first overtures to Great Britain were made by China some months ago, the negotiations are still in the initial stage.

"Great Britain necessarily re- fused a British loan, not only because she doubted the wisdom of such a step, but also because the Treasury regulations pre volted the granting of an officini loon in aterling to non-sterling countries; and it was also con- aldered that all nations interested in China should participate in making the loan."

In conclusion, the British Minis- | tor said: "I belleve that Japan has never been officially opposed ¦ to such joint assistance to Chinn.

Paris, Mar. 5. The French Chamber of Deputies to-day passed a vote of confidence in the Flandin policy by a vote of 333 to 154.

M. Flandin, the French Premier, emphatically declared that France does not intend to devalue the franc or to change the monetary policy, and that ng such changes had ever been contemplated.
