The necessity for this ordinance is best shown by a short review of the past state of the law.
The Magistrates of the Colony possessed jurisdiction over petty larcenies and many other indictable offences from the year 1849, if not from an earlier period. A Court of Petty Sessions was created in that year (by Ordinance No. 1 of 1849) to be held at stated intervals by the Chief Police Magistrate sitting alone, or with such Justices of the Peace as should think fit to attend.
