I enclose a very full and lucid Report by the Attorney General pointing out the state of the law affecting the jurisdiction of the magistrates, the powers and duties, and explaining the necessity for fresh legislation.

I am much indebted to Mr. Braunton for the promptitude and ability with which he prepared the Ordinance forwarded. It met with the general approval of the Commander-in-Chief, although the Chief Justice excepted, recommended that all the Ordinances regarding Magistrates should be codified and that the Table should be withdrawn in favour of a more extensive measure.

The Attorney General's Report will be sufficient, I feel sure, to justify the action of the Council in proceeding without delay to remedy the highly unsatisfactory condition of the law, and I trust that Your Lordship will lay the Ordinance before the Queen for Her Majesty's gracious approval.
