I think it desirable to lay down the rule that officers here after entering the service will be entitled to draw pay in England at the fixed par of account 4/2, as in the event of the rate of exchange continuing to fluctuate at its present rate or the price of silver falling lower, a heavy charge might thereby be imposed on the Colonial Revenue. It may finally become necessary to charge the Officer with the cost of the exchange.
