(By Telepmph. Copyright, Telegraphic Messages Ordinance, 1894 Received, February 23. 8.23 m.)

Naples, Feb. 22.

Italy's vast mobilisation mechanism is turning out an army for a possible East African campaign, now more than ever threatening. From Genoa, Naples and Rome transports are taking men to the "jumping off" point at Messina, and are heading away again across the Mediterannean.

General Graziani, Chief of Staff of the Expedi- tionary Forces, with 800 men of the Engineering and Medical Corps, sailed from here for East Africa aboard the Vulcania to-day. The troops were reviewed by the Crown Prince aboard the transport.

The Vulcania will call, like the other transports, at Messina early in the morning to pick up the first units of the combat divisions, under the command of General Pavone:

LLOYD GEORGE NOT DISCOURAGED

WORKING FOR WELFARE OF THE NATION

(By Telegraph. Copyright, Telegraphis Messages Ordinance, 1894 Received, February 23, 0.55 am)

London, Feb. 22

His determination, despite Ministerial rebuffs, to pursue his campaign to arouse the nation to the neces sity of a policy for national reconstruction, was affirmed by Mr. David Lloyd George, former Prime Minister and Liberal leader, in a speech delivered to- night in the Free Trade Hall, Manchester.

Declaring that apart from the speeches of the Prime Minister, Mr. MacDonald, and of Mr. Neville. Chamberlain during the unemployment debate in the House of Commons last week, he had every reason to be gratified with the response to his appeal, Mr. Lloyd George emphasised that he would wholeheartedly sup- port any Government which would resolutely undertake a reconstruction policy,

He complained that the Govern ment had turned down his plans without even making for a copy of them.

He admitted that the Govern- ment had restored credit and jbalanced the budget, but they in- tended to persist for two years upon the present policy, relying on the pending return of pros perity.
