Extradition Sought
FORMER CHINESE OFFICIAL
EMBEZZLING CHARGE
His extradition sought by the Chinese authorities in Shanghai on a charge of having embezzled tho sum of $34.000 from the National Postal Savings Bank, In which he had held a governmental position, Young Kin-ping was brought before Mr. W. Schofeld,
at
the Central Magistracy this morning.
Mr. J. A. Fraser, Assistant At- torney General, appeared for the Crown, and Mr. F. C. Jenkin, K. C., and Mr. Hin-shing Lo, Instructed by Mr. J. M. Inll, appeared for the fugitive.

OFFERED TO SURRENDER Mr. Jenkin said he had only just seen the warrant, and it alleged that two-and-a-half years ago, then holding a governmental position, the fugitive had em- bezzled the sum of $34,000. The fugitive, said Mr. Jenkin, had been realding in the Colony for some time, and had been here conting- ously for the last six months. It was known to both Chief Detective Inspector Shannon and Mr. LH.V, Booth, Director
Criminal of Intelligence, that the fugitive had offered, through his legal advisers, months ago,
that if at any time he should be wanted, he was pre- pared to surrender himself to the possible police. There wns chance of his evading the answer to the charge, and under the cir cumstances he asked that the fugitive be granted bail on moder- ate terms. The fugitive had 110 property in the Colony, but had money in the bank. The agents of the Government in Shanghai could quite easily have found the fugitive, as he had lived in the Colony for a considerable time.

Mr. Schofield: Having regard to the amount embezzled, I should think that $50,000 is very reason
able bail.
Mr. Fraser said the fugitive's extradition was requested by the Chinese Government, to whom they were bound by n Sovereign Treaty. He was a fugitive from justice, and was not in the same -position as a criminal.
