I doubt the advisability of extending the concession any further: When a man takes employment in a place like Hongkong he knows that he will have to pay more for such things as Insurance & clothes than if he remained at home. It is with reference to such considerations as these that Salaries and fixed generally higher at such places than in corresponding appointments at home; the salary having been thus fixed, I do not think they should bear the further burden of allowing officers to remit money home for such articles, at a further cost to the public.
