weakening the garrison of this Colony to the extent mentioned in your letter is a matter of serious consideration. At present except through the courtesy of Commodore Parish and the receipt of a telegram from the colonial secretary of the Straits Settlements asking information as to the movements of H.M.S. "Modeste" Mr. Excellency has no definite information as to the state of Affairs in North China.
