Portal Convention which formed the subject of my Despatch to Your Lordship, No. 33 of the 12th April!

The Convention will therefore be entered into and brought into operation on the 1st January next.

It has been suggested that an arrangement might advantageously be made with the French Postal Department for the conveyance of closed mails between this Colony and Netherlands India by the French Packets. This would be very desirable, the same rates of postage being charged here as by the British Packets, and the postage on all correspondence being paid by the despatching office.

I should be glad if Your Lordship would obtain the approval of Her Majesty's Postmaster General to this proposal.
