If they only apply to Acheen, I might perhaps be able to remove them by further explanations or by modification of my plans, and if it were that emigration to our colonies were forbidden altogether, it would be highly important for my Government to be acquainted with this restriction.

I have the honor to acknowledge the receipt of your letter of the 30th August, and in reply to repeat to you the substance of the despatch of the 30th. I am directed to inform you that, pending the receipt of instructions from Her Majesty's Government, His Excellency The Administrator is unable to give you any assistance in the execution of your Mission for which you have applied.
