I intend to do for those desirous of going to Acheen and further I do
not hesitate to add that, if a closer comparison were instituted between the emigrants to the places
mentioned above and those who go to Acheen under the

and the promises held out by it, it certainly would not be found unfavourable to the latter, as well with respect to freedom as to their ultimate prospects.
I therefore take the liberty to repeat my former question: "Whether it would be lawful for me to assist Chinese emigrants in going to Acheen
from this port, in the way detailed in my despatch of 20th August."
