For inter national financial stabillaation the Western War debt issue has to be settled. A cause of international unrest lies in this issue.

Q. What is your view on con- version of five-per cent. Govern- ment bonds Into those of lower interest issues? A.-The Govern- ment has no intention of carrying out conversion by force. In caso the Government desires to carry it out, it has to be ready with cash. For this purpose the Government has to raise more than Yen 3,000,000,000. Such being the case, we are not considering such question at present. When finance returna to normal, red-ink bonda decrease gradually and tax receipts increase, the Government will have to consider thin step.

Q. What will be the future of the red-ink bond finance? A. Regarding this we cannot be either optimistic or pessimlatle. In short, under present conditions. Japan'a important task is to make economle progress and not to receive foreign contempt. In this sense red-ink bond issues are necessary to a cer- tain extent. Red-ink bond Isauca without limit cannot be considered. This is a question which must be studied in the light of the bond absorption power of the people. So far the results have not been such as to cause any worry.
