I have not felt it my duty to do anything beyond requiring that the spirit and letter of the Chinese Emigration Ordinance should be carried out, and I did not, therefore, interfere with the further Examination of the Passengers as requested.

Meanwhile, however, a case came before the Police Court in which the Keeper of one of the houses in which the intending Emigrants were lodged, was charged with an assault upon one of those who had been collected to go to a ship. The evidence taken by the Police Magistrate clearly proved that it was a contract Emigration.

Though the Contracts were not signed, and I had obtained the consent of the Attorney General that it would be proper for the Emigration Officer to withhold his Certificate under Section viii of Schedule E of Ordinance No. 5 of 1874, the Charterers were finally notified that such would be done in the case of the "Abbotsford".
