Officers on the List who have been examined, of whom eight have obtained Certificate of different value, and the application for Certificates is increasing.
When it is remembered that about ten Officers in the Public Service had any knowledge of Chinese, and not more than three English Officers in the Government, I think that Your Lordship will view this action with some satisfaction as a material improvement in so important a matter, affecting as it does the better administration of the different departments.
