The rule is that any public officer can draw a Teacher's allowance ($10 per month) if he presents himself for re-examination at the end of every year. There was much difficulty conducting these examinations due to the absence of qualified examiners, but at the beginning of the year, a Board was formed consisting of Messrs. Cecil Smith, Stewart, Anfell, D. Eitel, and M. Wong Ting, and those Gentlemen drew up two schemes of Examinations, of which I enclose copies for Your Lordship's information.
