I have before now had the honor
of calling the attention of Government to the extremely defective
and insufficient sewerage of the City. Most of the present sewers having been built in the earlier days of the Colony inadequate, whilst there
are now large numbers of streets without any
sewers at all. The houses in such streets
have been discovered to be in a most
state of insanitary condition and this state of things cannot be improved until
underground main channels are built, into which they can lead their
sewerage by means
of house drains.
At present the sewerage accumulates on the premises until it putrefies and, saturating the ground, becomes an intolerable nuisance. The absence of house drains invariably entails the evilizing of slops and filth into the streets or the objectionable habit of keeping the sewage in open tubs which are only emptied once in 24 hours. Also it is necessary to rectify some
of the graver defects
