No Labour Saving On China Roads

Joys of road building in primi- tive China are not many hut at least there is no lack of strong labour to compensate, in part at least, for the dearth of steam ahovels, tractors, road rollera and similar equipment.
Personal description comes from a man experlonced in the art of highway construction through many years--Mr. O. J. Todd, chief engineer of the China International Famino Relief Commission, who darts in and out of Shanghai fre quently, in the course of visits to Nanking to consult with Govern- ment oficials whose co-operation la highly important to his various enterprises.
Mr. Todd always has under way. several highway projects of one sort and another, along with other Quite constructive enterprises. often they dovetail, for it is com- mon practice in China to build dikes, as protection against food waters, and then to build some sort of road on top of each dike. Mr. Todd approves of this but prafers that the road be a good one, suitable for motorcars which may or may not already be at hand.
WORK IN THE NORTH, Some of his most strenuous rond- building work, however, has been In mountainous country in remote Shonsi and Kansu Provinces in northwestern China. There he has often worked at rebuilding- old roads which were all right for pack- trains but hardly the thing for any sort of mator transport. Some of the problems have centred about reduction of grades from 20 to around 7 per cent, often entailing a large amount of circling and de touring, as well as construction of Alle similar to those required for railways.
The old Chinese practice has been to operato on a bable of local needs and avaliable transport. That is, the idea of long-haul through-traffic was not usually con- sidered with certain notable ex- céptions such as that famed inland waterway, the Grand Canal, on which tribute rice used to travel from Hangchow, south of Shanghai, to old Peking.

Likewise, if a given locality were fond of wheelbarrows-the typical Chinese type with a large wheel at the centre, above and on each side of which might be balanced any thing from bags of grain to half a dozen human passengers-the "roads" would be just wide enough. for the barrow-wheel and the pusher's foct. Or perhaps donkey traffic, or the more modern ricksha, or the old "Peking-cart/" might be customary; highways fit for any of these were not likely to suit a motorcar.
The Famine Relief Commission, operating always with an eye to the future, has changed all that as far as possible, and with the full aid of public-spirited local and national officials.
Nowadays, the iden is to feed hungry people in famino districts, but at the same time to give them work to do some such work na im- proving their existing highways, or building now ones. In every case it has been assumed that motorcars, including passenger cars, trucks and buses, would be along soon, and in avery case this assumption has been proved right. Usually the cars in question turned out to bo sturdy American vehicles with a background of just such conditions | built into their manufacture,
The Chinese prove willing and competent workers on such projects although they do not always realize altogether what it is, about. To them, the job often means nothing but rice or other food on which to live.
