In answer to the Water Supply despatchers' urgent memorandum of 4 August 1876,

This refers to when the time comes for carrying out the Low Level Project in the modified form agreed upon (£50,000). The Governor will consider the subject of the financial means to meet the cost, but it will be well explained that the views of this Government are providing for the scheme for the rebuilding of the Drainage Wall, and that it will in all probability be most advantageous to the Colony to raise a loan to give effect to both works.
