The film, whether considered na entertainment or as education, In but in the infancy of its develop. ment, and its main contribution to social welfare is still to como, says the British Film Institute in its first annual report,
Experience has shown during the past year, it is stated, that both the quality and prestige of British filma are rising, and producers and exhibitors are more prepared than they have been to experiment with films of artistic-merit and educa tional value.
The Institute was founded lant October for the purpose of further. ing co-operation between those who make, distribute, and exhibit films, and all who are interested in the artistic, educational, and cultural possiblilties of films.
Various panels have been formed to deal with specific aspect of the film Industry, including education, entertainment, international rela- tions, social service, and scientific research.

Important altorations in the military laws of France may follow, it is believed, the man- oouvres of the 41st Division of the Army-composed entirely of Reser- vista-which ended in the Marne district recently.
