Before Sir Arthur Kennedy's departure it had been arranged that there should be a reprint of those Ordinances which had been passed since June 1865, for many of them were out of print and a fresh Edition urgently required.

On further consideration, however, the great advisability of preparing a new Edition of the whole Ordinances became more apparent, and I have the introduction and passing of the Enactment which I now submit for Her Majesty's gracious confirmation and approval.

I propose to have the printing effected in the Colony so that it can be done under the eyes of the Commissioners, Messrs. Branston and Alexander, who have been good enough to act in that capacity at my request.
