3. I cannot assent to

the Officers of the Hongkong

Service being placed

with respect to pension

on the same scale, as Officers

in the Consular service of

The Imperial Government who are stationed at unhealthy places, and, I am informed

the adoption of more favourable

terms being fixed in their

Case than in that of

Colonies where the condition of service

is nearly similar.

4. The rules in force for Ceylon and the Straits Settlements

may

be regarded as a fair standard

for Hongkong, to which

Mr. Austin alluded

is less favourable up to

25 years service, before

reaching which the

majority

of officers will be found

to retire from ill health

or other causes.

I am ready however to assent to a modification of the scale which only

allows leave of absence

to count as half time with respect to pension, and am of opinion that the whole of

such leave should be allowed
