The presentation of a Memorial to Your Excellency by the Civil Servants of this Colony praying that the Secretary of State may be moved to make certain modifications in the rules of pension and leave of absence affords to the undersigned a good opportunity of bringing to Your Excellency's attention a matter which more particularly concerns themselves.

The undersigned entered the service of this Colony as Cadets, and by the terms of their appointment were required to apply themselves entirely to the study of Chinese
