The Low Level Project estimated at a total cost of £122,600, can as explained by the Surveyor-General be advantageously entered upon at a reduced cost £30,000. This entails cutting out from the account the expenses of building a dam and reservoir, and leaving those important works for construction at a later date, when the Council is better able to stand so heavy a charge.

The supply of water thus obtainable would practically be nearly the same as that now derived from the Pokfulam Works, viz:- three and a half gallons per head daily (as a minimum) supply during the dry season. And hereafter when at a later date the other works at Pokfulam can be completed the volume of stored water will be sufficient to ensure an average of thirteen gallons per head during the same period.

In order to obtain this additional and much wanted supply the cost is, I have stated, £50,000 or $250,000, and this compares...
