I am now directed by the Earl of Carnarvon to transmit to you, to be laid before the Legislative Council of Hongkong, a Draft of an Ordinance which has been passed in pursuance of the instructions formerly conveyed to you in relation to Extradition under the Imperial Act 33 & 34 Vict. Cap. 52 (1870).
