7. To facilitate comparison, there have had shown up in parallel columns 4 Schedules of Rendition crimes, viz:-
That of the Attorney General which seems to me to contain a complete list of offences for which rendition should be conceded. That of Sir Brooke Robertson - That contained in the Amending and Macao Extradition Ordinance, No. 13 of 1870, and lately that attached to the English Extradition Treaty of 1875.
8. The Macao-Extradition Schedule prepared by Sir Julian Pauncefote when Attorney General, and approved by Her Majesty's Government, has been adopted as my guide in framing the one submitted by Mr. Braunston which I believe will prove sufficiently ample for all legitimate purposes.
In recommending that a Commission should be appointed instead of the Police Magistrate to investigate Rendition Cases, and in basing the recommendation on the action of the New Zealand Legislative, Sir Brooke Robertson seems to me to consider that the New Zealand tribunal is private, but I don't find that there is any reason for that inference.
