The Story of Starhemberg
BY MILTON BRONNER.
Twenty years after the begin-· ning of the war that was to havo made the world forever safe for domocracy,, the rhythmic thud of mailed feet resounds anow in the streets of gay Vienna-and i brings to the top of the heap a man who by birth, training and mental out-
look la direct throwback to the days when people really holleved in the divine right of kings.
The Starhemberg traditions are military and royal. The family claims direct descent from the famous old Emperor Friedrich Bar- barossa; it was a Starhemberg who thrust the Turk back from Vienna two and one-half centuries age; since the 15th century, mem- bera of the family have had the right to seal their letters with red wax-a priviloge traditionally reserved for families of sovereign rank in the ancient Holy Roman Empire.

But Prince Ernat Ruediger was born just three or four years too Inte. The greatest of all WATH come and he was too young to go out and win new milltary lau- rein. Not until the war was near- ly ended did he get into uniform; and then his detachment was as- Interior signed to duty In the somewhere, so that he missed the fighting line almost entirely.
The end of the war left the great Starhemberg family up in the air.

The emperor no longer existed; and how can you win glory on the field of arms when your nation is so pitifully weak that it cannot dream of fight- Ing anybody?
Just what happened to Prince Starhemberg during the next few years is trifle obscure.

The Heimwehr had already come into existence-orginally a home- defence unit created in the Tyrol to guard against Italian aggres- alon. By this time the fear of such aggresalon had diminished, and the Heimwehr was left without much for existence. Princo Starhemberg Immediately began efforts to get the organization under his wing.

In this he succeeded rapidly. He spent vast sums on it-Indeed, a few years later he was reliably reported to have spent practically all of his fortune in that way and made himself its master.
But he still had to have an "enemy for this private
army.

What his, policies may be is not quite clear. He is a Fascist-but of the Mussolini variety, not the German and he hates Hitior. He:. is a monarchist, but it has been vague, of late, as to whether he favours an actual restoration of the
Hapsburg dynasty.
What is certain is that Europe contains no mors sincere foo of democracy and Socialism. Prince. Starhemberg is desconded from the princes of the Holy Roman empire.
