The Medical Authorities have been consulted and strongly urge the propriety of adopting a revised Scale. This can be done under Section III of the "Chinese Passengers" Act 1855", and I would request Your Lordship's approval of the issuing of a Proclamation by the Governor.

I beg to submit a copy of the Scale of Medicines which it has been proposed to require. It has been drawn up partly in accordance with that lately adopted by the Government of India, and in my opinion and that of my Medical Adviser suitable for the Passenger Traffic from this Port to China.
