Bill I would propose, with Your Lordship's approval, to proceed with the passing of the local Ordinance of which the draft was transmitted in Governor Kennedy's Despatch No 194 of 5th October, and which was returned in Your Lordship's Despatch No 27 of 17th April.
Care would, of course, be taken to make those amendments in the Bill which have been referred to by Your Lordship and the Board of Trade.
Such great inconvenience is felt in the colony owing to the present state of the law regarding Merchant Shipping that any unnecessary delay in passing this Bill is much to be deprecated.
I trust, therefore, that I shall receive Your Lordship's sanction to lay the Bill as amended before the Legislative Council, and I would ask that I may be authorized to do so by telegraph.
