I do not see how the Executive can interfere in this matter at all.
The seizure of the property in question has probably been made in reliance on the Authority of the celebrated case of "The Chattleigh" reported 42 Law Journal Admiralty, 17; the case in which the legality of the seizure of the Viceroy of Egypt's so-called Ship of War, was recently decided by Sir R. Phillimore in one of the most elaborate Judgments ever delivered on International questions.
