2. to obtain leave to part with this property so that the fitting of the vessel may proceed.
W.W. Heard applies to the Government for assistance on the ground that this is a Vessel of War, and is treated and gripped as such, and adds that he is only concerned with her so far as relates to the Contract for repairs, which has been entered into with an officer duly commissioned by the Government of Annam.
The Honorable, The Acting Attorney General, is requested to advise as to how the Executive can interfere in this case.
It is highly advisable to avoid, if possible, any complications, more especially as Annam is reported to be under the protectorate of France.
