Phillimore, and sending a letter to the Annamese Authorities, expressing no opinion but stating the course of proceedings and pointing out that under present circumstances every ship and all merchandise of the King of Annam coming within the waters of Hongkong is seizable as a guarantee of payment of any debt which Messrs Landsten & Co may prove to be due from the King of Annam.
