The also brought a quantity of silk and belonging to the Government of Annam; these goods were sold and the proceeds applied pro tanto in payment of the repairs.
Upon the 13th of October 1873 the Code of Civil procedure came into force; by the 82 section the goods be attached in the hands of third persons, and on proof of the debt may be sold under execution as upon an ordinary judgment.

Upon the 13th October Handstein, a foreign merchant resident here, took out a writ of Summons against the King of Annam and on the 14th October upon a formal affidavit of debt and of the defendant's absence from the Colony made by the plaintiff's Clerk, a writ of foreign attachment was issued, and the Pangwee attached in the hands of her commander, and parts of her machinery in the hands of the contractors.
