I have to observe however that no penalty is imposed for the offence of plying without a License in contravention of the 7th Section, and though doubtless it would be punishable at Common Law as a misdemeanor by fine and imprisonment, it might be as well when an opportunity occurs to define the punishment.
4. With regard to Mr. Austin's request to be allowed to proceed at once with the Consolidation Ordinance, I am inclined to think that a little further delay...
