I have to observe however that no penalty is imposed for the offence of plying within the License in contravention of the 14th section, and though no doubt it won't be punishable at Common Law as a misdemeanor by fine and Imprisonment, I think there should be an addition to define the Punishment.
With respect to the section, objections have been taken to a Colonial Legislative attempting to impose fines on masters of foreign vessels for carrying a number of passengers in excess of that prescribed by local law and have to request that these defects may be remedied.
