It appears however to Lord Carnarvon that while it is very desirable to regulate the carriage of passengers in vessels of a certain class belonging to residents in the Colony, the enforcement of a penalty against "any such vessel which may arrive in the Colony with a greater number of passengers than the Colonial law permits" is hardly consistent with international practice and might be considered a measure of doubtful legality.
