A SERIOUS INTERNATIONAL INCIDENT LAST NIGHT IN WHICH TWO EUROPEAN POLICE SERGEANTS OF THE SETTLEMENT POLICE WERE DETAINED BY THE JAPANESE NAVAL AUTHORITIES AFTER A SCUFFLE IN HONG- KEW, HAS GIVEN RISE TO AN ATMOSPHERE OF ACUTE TENSION.
