It is deemed urgently necessary to introduce a short Ordinance to bring under control the small steamers employed in carrying passengers both within the waters of the Colony and to and from neighboring ports.
I have the honor to transmit the enactment which has been passed "for licensing small Passenger Steamers and for other purposes", being No. 8 of 1875, and I trust that Your Lordship will think proper to submit it to Majesty's gracious confirmation and allowance.
It is admittedly a temporary measure to meet an immediate emergency, and its provisions will ultimately form a portion of the Consolidation Ordinances.
