This enactment has been introduced in accordance with the instructions conveyed in your Lordship's Despatch of the 10th May 1870 No 34 of 1875. It was prepared after consultation with Bishop Burdett, and received his approval before it was laid before the Council.
It is to be submitted for Her Majesty's gracious confirmation and allowance.
