AR + part of the State to which she belongs, and is exempt from the local jurisdiction of the State in whose waters she may happen to be: and applying the principle to the "Anadyr," I am of opinion that she is while engaged in the mail service - exempt from the jurisdiction of and cannot be reached by their process, in any case in which the French Authorities claim the privilege of the vessel.
But as the privilege itself is rather a concession of comity between nations than a matter of international right, it is scarcely to be apprehended that the French Authorities would claim to use the privilege either to screen an offender who had committed a breach of the criminal law, or to enable the Ship Company to evade payment of their debts. I would advise therefore that whenever there is occasion to serve any civil or criminal process on a Mail Steamer, or enquiry into any matter on board, the officer charged with the process or engaged in the enquiry should in the first instance communicate with the Consul.
