Agents auraient même, d'après les rapports qui m'ont été adressés, montré beaucoup de réserve. Ce n'est donc point la manière dont ces Agents se sont comportés à bord de l'"Oréades", mais le fait de leur présence à bord de ce Paquebot qui a motivé la lettre que j'ai cru devoir adresser à Votre Excellence le 4 de ce mois.
Je ne saurais, en effet, qu'un arrangement diplomatique ait modifié, ou en quoi que ce soit la valeur, portée de l'article 3 du Traité Portal France-Anglais du 3 Sept 1839.

I am of opinion that the complaint of the French Naval is well grounded, and that the Police exceeded their duty in boarding the "Anadyomene" without having first communicated with the French authorities. The "Anadyomene" it appears is a packet subsidized by the French Government for the conveyance of correspondence; and therefore under the Postal Convention Article ... of 1856 entitled to the privileges ... No foreign vessel of war is carried ...
