13. According to the opinion of the Attorney General of this Colony, contained in CLO. 1925 of 1869 the question of jurisdiction does not appear to be finally settled.
14. The last paragraph of the 18. Supdated 26 May 1869. is as follows.

Vessels chartered or subsidized by the English or French Government as packets will be within the scope of Article 5 of the Convention provided that they are actually conveying correspondence, notwithstanding they may be also carrying passengers and merchandise.

15. I would desire therefore to call especial attention to the words "actually conveying correspondence" and supposing that the steamers of the MR. at this Port are privileged under § V Convention - I have the honor to enquire whether it is not absolutely necessary that in order to enjoy above rights vessels must not be actually conveying correspondence.
In other words that these rights are not required until the mails are placed on board departing vessels by the Post office Agents, and do not cease until the mails are removed from on board incoming vessels.
