THE KING
Britons will foreguther in many parts of the globe to-day to celebrate the birthday of the King-Emperor, who attained his 69th year yesterday. It can be sald with truth that there is to- day no more popular monarch in the world than Britain's King. A tremendous respect for the British Throne has always been felt in other lands, no less than throughout the length and breadth:

wields an immense influence for good in the affairs of the nation and the Empire. A feature of His Majesty's life most worthy of note is the simplicity which runs through it, manifesting it- self especially in his home life, wherein he has ever set a magnificent example to his people. The influence of a pure and stable family life cannot be over-estimated, and in this con- nection Britons everywhere can look with pride on the fact that King George and his gracious consort are never happier than when they are surrounded by members of their family. The love and regard which Britons the world over feel for their King was strongly demonstrated few years ago when His Majesty was Inid low with serious illness, from the effects of which he has happily now re-, covered. In the years which have since passed, that love and regard have, if possible, decpun- ed further still, A heartfelt prayer therefore goes up to-day that His Majesty may be spared to his people for many more years to continue the beneficent influences of his reign, and, by his precepta and guidance, lo serve us an instrument in weld- ing the various units of the Empire into even closer.`unity and 'strength. Hongkong? though one of the lesser Colon- ies, is proud of the link which binds her to the Empire and the Throne, and is to-day happy to register afresh her loyalty to the person of the King and all that he stands for in the affairs of the great British Commonwealth of Nations.

That never was the real Monroe Doctrine, however, nor an official interpretation of it. Even Presid- unt Theodore Roosevelt, who stretched it worst, denied that it carried on implication of pro- tectorate over Caribbean countries. In 1915, President Wilson made the declaration at Mobile, lately re- aflirmed by President Franklin D. Roosevelt, that the United States "would never again seek additional foot of territory by con- quest." And during the Hoover Administration the Clark memo- randum repudiated. the supposed corollary that in case of financial or other difficulties in weak Latin- American countries the Monroe Doctrine required intervention by the United States.
