requested by me of the heads of Departments to state whether the amended Rule applies to the holding of shares in Public Companies.
The language of the new Regulation is very stringent and comprehensive, yet I do not think that it is intended to bear such construction as that which has been put upon it.
On such matters, however, it is advisable that there should be no ground for doubt; and I beg, therefore, to request Your Lordships' instructions on the point which has been raised.
