I understand that for some time past vessels from this port have been in the habit of landing their passengers and cargoes at Pangkabang, which is not a Treaty Port, instead of at the adjacent Treaty Port, Pakhoi.
If this has been the case with the "Carisbrooke" it would appear that the only defence which can be set up for her is that she only did what has been commonly done for some time past, apparently without remonstrance on the part of the Chinese Authorities.
I have to express my obligations to your Excellency for the action taken by you in sending Gun-Boat to Pangkabang, to prevent two other vessels (the "Minang" and "Jeddah") which left Singapore a few days ago, and which had been directed to land passengers and cargo at that place, from rendering themselves liable to be dealt with by the Chinese Authorities in a similar manner to the "Carisbrooke".
