A heated argument over the interpretation of the constitution rules of the Far Eastern Athletic Congress, led to China walking out of the congress yesterday, leaving Japan and the Philippines to pass an amendment affecting one of the Articles. The debate centred round whether the constitution allowed amendments to be passed by à two-thirds majority of those present at any congress, or whether it required the presence of all of the members.
THE amendment was an important one, pro-
viding for the nation, acting as host, to have the right to invite non-members to participate. An effort by Japan to amend Article 3, which at present provides for a unanimous consent of the Congress for admission of new members, was defeated by the Philippines. The absence of the Dutch East Indies delegates was primary responsible for the heated discussion on con stitutional rules which led to China's exit from the meeting.
If China is prepared to carry out her invitation made at an earlier stage of the meeting, the 1938 Games will be held in Shanghai.

When the Far Eastern Athletje Congress met to-day, there were only three countries present, the Dutch East Indies having departed.
The Philippines delegate proposed that Article of the constitution. I providing that a unanimous con-) sent be required for admission of new members, should not bel amonded, but that Article .10 be amended so that the country acting as host might invite new members to participate.
The Japanese delegates showed they were favourable to the pro-, posals, but the Chinese represen- tatives. opposed the amendment. claiming that a two-thirds vote of all the Far Eastern Athletic Con- vas required to amend the fress articles, and pointed out that the Dutch Indo-Chinese were absent.
The Philippines and Japan held that the constitution was amenable by two-thirds of the members present of any Con- gress, upon which the Chinese bolted from the Congress, but completed their engagments, in the Games.
AMENDMENT PASSED. Japan and the Philippines pro- ceeded to approve of the amênd- ment, previous to whicit, China in- vited the Far Eastern Athletic Congress to hold the games in Shanghal in 1938.
