WASHINGTON, APRIL 25. Concerted action by the United States and Great Britain in the face of Japan's claim to dictatorship in China's relations with other Powers approached closer to probability to-day when Mr. William Phillips, Under-Secretary of State, conferred with the British Ambassador, Sir Ronald Lindsay. Intense activity in the State Department followed the announcement that the Saito Cabinet had endorsed the "Hands off China!" pronouncement made in- formally a week ago.

It is considered certain that the United States will follow the lead given by Britain and will remind Japan of her obligations under the Nine-Power Treaty while insisting upon the inviolability of the rights of the United States.

The opening of campaigns for municipal government elections in the Irish Free State has aroused considerable interest in Great Britain, where it is still hoped that a solution will soon be found to the Anglo-Irish dis- pute.
