in order that the necessary Commissioners might not be hampered in the Course of their investigations, but I am to explain to you that the main object which His Excellency the Administrator
has in view is to ascertain
in the most authoritative manner (1) whether land in the less populous part of the City is unduly
burdened with Crown. dues, and (11,) if it is found to be so, whether any feasible scheme can be recommended for relieving such land and to what extent from the burden referred to without unreasonably interfering with the whole system of Crown Rents which are at present levied at
