interest of the Government to encourage sea reclamations and the creation of New building sites wherever feasible therefore desirable. no less on th= account than that of the advantage of getting private_ parties to share in the expence of building the sea wall to facilitate if possible the present scheme of the Marine Lot Owners.
In considering this scheme and Government participation therein the Board will have carefully to weigh the advantage of a permanent structure. at an increased prime cost,

Against that of a comparatively small immédiate outlay and the certainty of future recurring expense in maintenance and repairs of the wall be left in ito present site and simply repaired or where requisite cheaply rebuilt.
