THE FUTURE OF THE

NEW TERRITORIES

Slow but none the less appre- ciable progress is being made in raising the standard of agricul- tural produce in the New Ter- ritories. The exhibits seen at the Empire Fair and at the recent annual show prove that there are great possibilities in the development of the mainland territories along lines which will ensure the supply of many of the Colony's domestic needs. As the, Hon. Mr. J. P. Braga pointed out, there is an increasing demand both in Hongkong and Kowloon for New Territory produce, and there can be no questioning the point that that demand will con- tinue to make itself felt. Thus there is an assured market ready at hand. The New Territories Agricultural Association is per forming a work of real value, though necessarily restricted in scope. By seeing that better seeds, fertilisers and plants are made available, by disseminating propaganda aimed at improved methods of tillage, and by in- teresting itself in co-operative marketing, it is proceeding along the right lines. The small ex- perimental farm, which it is assisting, should also in course of time produce good results, since it will provide concrete proof of what can be done by modern, scientific methods. Useful as all these things are, however, it is clear that if the New Territories aro to play their proper part in the life of the Colony, something much bigger and more ambitious will be

BASIC FACTS

The President is apparently reaching down from the pro- fessorial heights to these basic facts. His budget is clearly de- signed to inject money into cir; culation by various relief and ather projects. It is inflationary in every sense of the word, though It is fundamentally constructive. But if speed in producing results la of any importance, supplement- ary steps are still essential and presumably the White House con- ferences, at the end of last week had as their objective the Alling of the gap.

A SETTLED POLICY

An announcement may come at: any time; and the form it takes may be all-important. The Pre- sident has tried nearly everything; | it would not be amiss if he now settled upon a definitive policy, and atood or fell by it. Confidence can only be inspired by confidence. If the people of America know exactly what they are hoaded for, they will be less inclined to shirk response. If the President's final aim, as he frequently asserts, In stabilisation of the dollar in rela tion to foreign currencies, the re- moval of uncertainty concerning the final destiny of the dollar will find London less reluctant to meet America's approaches. If the gold content of the dollar is to be reduced by half, let's have it over and done with,

of a quality hardly yet dreamed of. The time can be envisaged when hundreds, if not thousands, of people who now find it almost impossible to keep above the subsistence level in the urban areas of the Colony might be induced to transplant themselves into the country and eventually form a new class of husbandmen, earning their living on the land and by their labours contribut ing greatly to the Colony's needs, But that day will not dawn until the Government strikes out on a bold policy on the mainland. | Colony moro self-supporting. We have, therefore, compiled this useful little compendium of the terms used in Rugby Union.

We have purposely left out all the terms not found in a dictionary.

FISHY

Speaking of fishing reminds us of the first time wo tried our luck at the game. We waited patiently for two hours, and then, fed up, poured a bottle of boer over the worms, giving it about ten minutes to soak in properly.

Picking out a large worn wo threw our line in, and in a couple of ticks there was a jerk. Wo drow the line in, and there was nothing thero but, tho worm. Again came a violent jerk, again we hauled it in, and again dis- covered, nothing.

Then we inspected the bait, and found that tho worm hid hic coughs!
